Here is what was, what is, and what will be.

I think you will be able to follow how the journey starts, how the journey unfolds, and how the journey completes itself; and thus you will understand.

It appears that a Fool-Being of the 4th Magnitude represents someone (Master?) scaling the LA-TI octave of Scale? (Page 45) to the home of Dr. Who. Yes?
Technically, it is when he becomes qualified to begin scaling LA-TI (see below)
Sit blankly sitting. Wispy thoughts. Wispy feelings. Wispy sensations. Still. Quiet. Like an old man on a sunny park bench breathing softly with eyes closed with nothing to do or be. Time does not seem to exist yet when his eyes open 30 minutes or an hour has past. Seems like a dreamless dream?

The journey begins by showing FA-SO (the Intellectual center) what RE-MI-FA (the Instinctive, Moving, and Emotional centers) can do.

Cosmic Secrets makes sense to the Intellectual Center, i.e., Deputy Steward. This allows the Intellectual Center to get the 3 lower centers to really put force into the Dog Training Exercises.

RE-MI-FA.

The Queens of the Instinctive, Moving, and Emotional Centers get a serious work out and, when polished and ready, the Student’s Intellectual Center is given "the law conformable process of April Fools", which causes it to make great effort while doing April Fools, that allows his Instinctive, Moving, and Emotional Centers to make great efforts and to unify… thus his Higher Emotional Center is awakened and his Steward is experienced.

SO-LA.

The Student works to keep the Higher Emotional Center unified and his Steward strengthens with the help of the first two Master Exercises. "The only way to my Father is through Me" -Jesus

SO-LA helps FA-SO strengthen.

The strengthened Higher Emotional Center reaches back and gives its unified force to the Intellectual Center, which drives the Student to Memorize 1,001 words of memory work, which acts on his Queen of Spades. Now the Higher Emotional Center strengthens even more and is now less likely to be corrupted by the Intellectual Center since the Queen of Spades has joined the other Queens.

SO-LA helps FA-SO die.

The Student receives the Master Exercises and by doing them, his Intellectual Center gets a serious workout and this strengthens his Higher Emotional Center even more, and when all 4 Queens are polished and primed, the Double or Nothing Part I Exercise can be comprehended by his Intellectual Center; and with the strength of his Higher Emotional Center reaching back to his Intellectual Center and nullifying the reactions/biases/judgments/and opinions that are stored there, the Intellectual Center begins to die to its false beliefs and thus the Intellectual Center becomes primed to become Reason.

SO-LA shows FA-SO how to surpass SO-LA.

And when a majority of death takes place in his Intellectual Center, the Student then receives the Double or Nothing Part II Exercise, which allows the very strong Higher Emotional Center to now pull the Intellectual Center up beyond the Higher Emotional Center, and the Intellectual Center then starts to occupy its "higher place of existence" and becomes the mechanical Part of the Higher Mental Center… and Reason starts to emerge.

SO-LA is passed and LA-TI begins.

The first half of LA-TI begins scaling (the "I" – knowledge).

As the process continues, more and more of the Intellectual Center dies and is able to be pulled up by (and surpass) the Higher Emotional Center, thus allowing it to enter the Higher Mental Center and grow the Mechanical Part (Reason) even more.

The first half of LA-TI continues to scale (the "I" – knowledge).

Keep going and going and Reason will get stronger and stronger (the Higher Emotional Center will also become stronger and stronger because the Intellectual Center is now beginning to function above it as Reason rather than below it as conflicting Intellect).

The first half of LA-TI is almost completely scaled (the "I" – knowledge).

Finally Reason will reach back and help the now very very strong Higher Emotional Center (as you already guessed) to begin doubling all the stuff of the Instinctive, Moving, and Emotional Centers, which make up the Higher Emotional Center, and allow the Higher Emotional Center to start being pulled up – by the now established Reason – past the Reason, i.e., the Mechanical Part of the Higher Mental Center and thus the Higher Emotional Center starts to occupy its "higher place of existence" and becomes the Emotional Part of the Higher Mental Center, wherein it starts to function as Impartiality.

The first half of LA-TI is completely scaled (the "I" – knowledge). And now the second half of LA-TI begins to scale (the "AM" – being).

Keep going and going and this emerging Impartiality (the Emotional Part of the Higher Mental Center) will get stronger and stronger; Reason (the Mechanical Part of the Higher Mental Center) will also become stronger and stronger and will begin to start functioning automatically.

The first half of LA-TI, which has scaled, becomes automatic, i.e., not even a thought stands between me and what I know (the "I" – knowledge). And now the second half of LA-TI is scaling (the "AM" – being).

As the process continues, and more and more of the Higher Emotional Center dies and is able to then be pulled up by (and surpass) the Reason (the Mechanical Part of the Higher Mental Center), reason will add more and more of the Higher Emotional Center to the Emotional Part of the Higher Mental Center, thus growing the Impartiality even more.

The second half of LA-TI continues to scale (the "AM" – being).

When the Impartiality, i.e., the Emotional Part of the Higher Mental Center is firmly in place, it will reach back and help Reason to surpass the Emotional Part and begin filling up the Mechanical Part of the Intellectual Part of the Higher Mental Center.

The second half of LA-TI is completed scaling, i.e., not even a feeling stands between me and what I am (the "AM" – being). And now the first 1/3 of TI-DO begins scaling (the first "I" of the "I AM THAT I AM" – knowledge and being).

And so the journey goes till God fills up and can start over.
